Lam ventures into cloak-and-dagger skullduggery in this noirish culture-clash thriller, in which a CIA agent (Gary Redner) touches down in Hong Kong with a score to settle, teaming with Special Branch Inspector Lee (Danny Lee) in order to trace members of a terrorist organization whose ruthless head (Vernon G. Wells) isn’t above taking Lee’s girlfriend (Rosamund Kwan) hostage. Heavy on English-language dialogue, there’s no question that Undeclared War was Lam’s way of showing the folks in Hollywood what he could do… but that doesn’t mean it scrimps on the bloody action that one expects from Hong Kong cinema.
